		<description>The problem with Open Source Anything (planning, software development, encyclopaedia publishing, you name it) is that it works great while there is excitement about the project. Once the excitement is (almost inevitably) gone, the project falls apart.

This is why governments -- local, state and federal -- do not like Open Source. They would rather pay someone for maybe less-than-stellar performance in exchange for knowing that the project will be completed.</description>
